Description of Work Performed:

Integrated Systems provided support to the Department of Education on various projects involving the in the design and upgrade to the National Student Loan Data System (NSLDS), as well as associated IV&V and QA activities. Data from 36 Guaranty Agencies and 3000 schools is loaded onto the database on a monthly basis. The database contains 130 million loans and information on 80 million students. The system also contains several Decision Support Systems in the form Queries, Reports, and Online Inquiry Screens, that are used for data extraction and analysis used by the client analyst staff and management in both the US DOEd and the school and guaranty agency communities.

The following is a partial list of the services ISI provided to DoEd:
  • Operations and maintenance support
  • Performed specific software engineering tasks in such areas as: process definition, requirements management, software metrics, capability maturity models, software process assessments, software capability evaluations, software project management, software certification, software validation and verification, open systems, software architecture, software reengineering;, software reuse, component based software, software security, supervising software configuration management and Computer Aided Software Engineering (CASE) tools.
  • Designed software tools and subsystems to support software reuse and domain analyses and manage their implementation
  • Interpreted software requirements and design specifications to code and integrated and test software components
  • Reviewed existing programs and assist in making refinements, reducing operating time, and improving current techniques
  • Performed software capability evaluations (SCE).
  • Provided resources to support Software Life Cycle Management (SLCM) including planning, analysis, troubleshooting, integration, acquisition, installation, operation, maintenance, training, documentation and administration.
  • Developed user, computer operations and program maintenance manuals and plans for training, testing, quality assurance, contingency operations, backup, recovery and restart procedures
  • Supported COTS and applications as required, such as functional and technical test and evaluation of the software including database design, network performance, etc.
  • Supported data conversion, implementation, user and maintenance of the system.
  • Maintained the day-to-day system-operating environment, developing disaster recovery, risk assessment and configuration management plans
  • Conducted periodic performance measurement and evaluation activities
Benefits and Cost Savings

    Major benefits have included Prescreening of Student Loan Applications, Default Rate Computations, the provision of improved and timely and accurate information to the user community, resulting in improved management of this major national application and service. In addition, the Pre- and Post-Screening of Student Loan Applications resulted in significant savings to the US Department of Education: the Default Aversion resulted in savings of millions of dollars per Year and in the first quarter of implementation the Loan Issuance Processing Fee (LPIF) application saved the Department $25 Million in deferred payments.
