IT investment portfolio analysis and guidance
|
- Defined EA role in the CPIC control process and establish EA as a best practice for managing risks associated with IT investments.
- Linked EA to applicable areas of the governance process to ensure that mission and business requirements are driving the IT investment decisions;
- Reviewed existing CPIC processes against the Clinger-Cohen Act, e-Government Act, and other applicable laws to identify opportunities to strengthen the NHTSA CPIC processes.
- Supported portfolio evaluation and scoring phase of the annual CPIC select process.
- Supported quarterly CPIC control review cycle.
- Ensured that IT investments include the people, processes and technology required to deliver effective and efficient solutions to the programs and business lines;
- Identified consolidation opportunities to reduce/eliminate redundancies.
- Leveraged intra-, inter-agency and government-wide cross-cutting and reuse opportunities;
- Review IT strategic plans and processes to understand future mission requirements and how to leverage IT to close the performance gap; and
- Addressed IT security throughout IT governance and management processes to ensure the integrity, availability, and confidentiality of the agency’s investments and support timely completion of required certifications and accreditations.

- Assisted in project management and technical support services for new and current NHTSA and DOT Enterprise Architecture and E-Government initiatives.
- Documented and updated NHTSA baseline EA processes, data, application and technology.
- Evolved functionally and technically approved data, applications and supporting technology into the target enterprise architecture.
- Continued EA data collection for NHTSA’s “As Is” and “To Be” enterprise architecture.
- Updated and maintained the EA repository and prepared EA repository queries and reports.
- Provided updates to the NHTSA and DOT repository.
- Conducted EA analysis, TRM assessments, and prepared EA OCIO, IRB and TRB deliverables for the IT Acquisition Process and CPIC process.
- Performed EA analysis and TRM assessments of existing and new technology to ensure compliance with the NHTSA target EA.
- Supported the OCIO in the assessment of major CPIC programs and other IT (medium and minor) programs in the migration planned for the move to the new department of transportation building.
- Researched technical standards (internal/external) and prepared and updated technical reference model (TRM) and supporting standards profile (SP) structure.
- Performed standards development process and coordinated with the technical architecture evaluation team.
- Monitored and provided status of NHTSA’s participation in E-Gov initiatives and updated OST GPEA database.
